Application for registration to the dental care professionals register
Your application for registration was assessed under Matters C and D, in accordance with the provisions contained in Section 36C(4), (5) and (6) of the Dentists Act 1984 (as amended).
Matters C and D provide that a person shall only be entitled to be registered in the dental care professionals register if they satisfy the Registrar of the GDC of the following matters:
• Matter C – they hold a qualification or qualifications granted by an institution outside the United Kingdom relevant to the profession, and has satisfied the Council that they have the requisite knowledge and skill to practise as a member of the profession or class to which the title applies; and (except where there is an exemption) has the knowledge of English which, in the interests of themselves and their patients, is necessary for practising as a Dental Therapist in the United Kingdom AND
• Matter D – the Registrar is satisfied of the person’s identity; that they have the necessary knowledge of English; they are of good character; and in good health, both physically and mentally.
The GDC has completed its assessment of your qualifications and experience as a Dental Therapist under Matters C and D above. Having taken into account your relevant qualifications and all your relevant knowledge and experience acquired, the GDC has decided that you are currently not eligible for registration as a Dental Therapist as you have not satisfied the Registrar that you have the requisite knowledge and skill to practise as a member of that profession. The reasons for this decision are set out below.
The following Learning Outcomes appear not to have been covered as of your training or professional experience:
• DTher 1.1.1 List of Deficient Learning Outcomes
If you have new or additional information to address the deficiencies in this letter, you can send this in for an assessment of this application. Should you wish to provide additional information your reassessment application will be directed to the reassessments team, and you will also be assigned a new caseworker. Once a decision has been made at a further panel, your new caseworker will be in touch to provide you with an update.
The Registrar will consider the additional evidence submitted and provide you with a new decision on your application. The additional information must be sent within 28 days of this letter, by DATE.
From 8 March 2023, you cannot use an overseas diploma in dentistry (degree or diploma that qualifies you as a dentist) to support an application for registration as a DCP in the UK. Therefore, should you be unsuccessful after your application has been re-assessed, you will no longer be able to apply via this route for registration and your application will be returned to you.
As a result of the route closure, if you are relying on a primary dentist qualifaction you will not be able to make a new application following a final assessment.
You have the right to appeal. Full details of the appeals process are set out in the enclosed information sheet. Please note that if you do wish to appeal, you must do so in writing within 28 days starting from two working days after the date of the letter, by DATE.

OVERSEAS QUALIFIED DENTIST
The GDC has now completed its assessment of your qualifications and experience as a Dental Therapist under Matters C and D above. Having taken into account your relevant qualifications and all your relevant knowledge and experience acquired, the GDC has decided that you are currently not eligible for registration as a Dental Therapist as you have not satisfied the Registrar that you have the requisite knowledge and skill to practise as a member of that profession. The reasons for this decision are set out below.
The following Learning Outcomes appear not to have been covered as of your training or professional experience:
• DTher 1.1.1 List of Deficient Learning Outcomes
From the 8 March 2023, you cannot use an overseas diploma in dentistry (degree or diploma that qualifies you as a dentist) to support an application for regsitration as a DCP in the UK.
As a result of the route closure, we will not be able to process your application further because you do not hold any relevant overseas qualifications for registration as a dental care professional (DCP).

As noted in our previous letter on DATE this is considered your final assessment,
As a result of the route closure, you are unable to make a new application. You have a right to appeal against this decision. Full details of the appeals process are set out in the enclosed information sheet. Please note that if you do wish to appeal, you must do so in writing within 28 days of the date of this letter, by DATE. This is the only route where your decision can be reviewed.
OVERSEAS QUALIFIED DENTAL CARE PROFESSIONAL
However, if you have new or additional information to address the deficiencies found in your training, you are welcome to apply for a new assessment. The Registrar will consider the additional evidence submitted and provide you with a new decision on your application.
You have now had the opportunity to provide additional information for the Registration Assessment Panel to review, it has been taken into consideration and your application for registration is refused. You will be required to pay the registration application fee for any future attempt.
You have the right to appeal against this decision. Full details about the appeals process are set out in the enclosed information sheet. Please note that if you do wish to appeal, you must do so in writing within 28 days starting from two working days after the date of this letter.
